Greek Digital COVID Certificate for Travel – Guidelines
Greece is joining the first wave of European countries that will begin issuing their own Digital COVID Certificates that are aimed to facilitate travel in the European Union.
Legislation regarding the certificate’s release as well as details regarding content and issuance (guidelines) was published in the Government Gazette on Sunday.
Greece’s digital certificate, which will be available from June 1, is part of an EU-wide initiative and aims to facilitate the free movement of EU citizens during the coronavirus (Covid-19) pandemic and make it easier for them to cross European internal borders without facing additional travel restrictions.
The certificate can be used by travelers as proof that they have either:
– been vaccinated against Covid-19,
– have a negative test result, or
– have recovered from the virus.
“Greece’s inclusion among the first countries that will activate the EU COVID Certificate from Tuesday, proves our readiness for a safer and freer summer,” the Greek Prime Minister Kyriakos Mitsotakis said during a cabinet meeting on Monday.
How residents of Greece can issue their certificate
Residents of Greece will be able to get their Digital COVID Certificate through this link on the gov.gr website.
After selecting which certificate they want to issue (a certificate for being vaccinated against COVID-19 or a certificate of having recovered from COVID-19 or a certificate of a negative test result), users have to log into the system with their TaxisNet username and password, then enter their social security number (AMKA) and ID or passport number.
After logging in, users have to enter the required information in order to issue one of the three certificates.
For a vaccination certificate
Vaccinated persons will have to include the following information:
1) name
2) surname
3) date of birth
4) disease targeted
5) type of vaccine
6) vaccine medicinal product
7) vaccine manufacturer
8) number in a series of vaccinations/doses and the overall number of doses in the series
9) date of vaccination (date of the last dose administered must be included).
For a test certificate
Greece’s Digital Covid Certificate for tests can be issued for PCR or rapid antigen tests. Those who have tested negative for Covid and want to issue a certificate will have to include the following information:
1) name
2) surname
3) date of birth
4) targeted disease
5) type of test
6) name of test
7) manufacturer of the test
8) date and time of collection of test sample
9) date and time of test result
10) test result
11) health facility where test was taken.
For a recovery certificate
The EU Digital Covid Certificate of recovery confirms that the holder has recovered from a SARS-CoV-2 infection following a positive test. The following information must be included to issue a recovery certificate:
1) name
2) surname
3) date of birth
4) the disease from which the person has recovered from
5) date of the positive result.
All three certificates will contain a unique identification number and QR code with a digital signature aimed at protecting from forgery. The QR codes will be verified on the European Commission’s EU Gateway portal.
Greece’s Digital COVID Certificate will be free of charge, available for printing on paper or for downloading in digital format and issued in English and Greek.
Later this month, residents in Greece will be able to issue the certificates also at KEP (Citizen Service Center) offices.
It should be noted that no one will be obliged to use the digital Covid certificates. However, only the Digital Covid Certificate will guarantee that one can cross internal EU borders without additional requirements (such as quarantine upon arrival), as it will be accepted by all member states.
The EU’s joint Digital COVID Certificate will be introduced in July.

For travel to Philippines, I need to have a simple confirmation in my International Vaccination Book (Yellow book from WHO).
I asked everywhere in Greece to stamp this book. No one will do.
Is it really unpossible to get a proof of Vaccination for international travel, out of Europe????

I am from Canada and will be travelling to Greece on Dec 1. I can’t find how to get COVID certificate as a tourist. I am worried my Canadian certificate will not be accepted on most places. Any input?
Patrick…are you in Greece now? Was your Canadian QR code accepted. I arrived (I’m Canadian) on Nov. 28 and QR code scanned just fine. Dec. 1 I got kicked out of a restaurant because QR code didn’t scan properly. Since then I’ve had the same problem. I was told by B.C. health services that Greece may have changed the scanner protocols but I should be able to show a paper copy of vaccine records. Some places are ok with that, others not. I went to the KEP and they told me that I have to do a rapid test every 2 days. Fun…I was planning on being in Greece for 2 more months! How are you making out? Any light to shed on this situation? Greece seems to have different protocols than the rest of Europe regarding COVID, in the sense that the certificate of recovery is only valid for three moths instead of six. I’ve had to doses of AZ in 2021 (March and May) and got COVID in Nov, but Greece does not recognize that I shouldn’t get a vaccine.
I tried getting a temporary AMKA online, but couldn’t and it took 5-7 days to get it at my nearest KEP(you should ask for them to expedite the process through an email) and was notified through an email that my AMKA had been activated. Afterwards I went to KEP again in order to get scheduled for the vaccine. I was scheduled after five weekdays for the Pfizer shot and I’m hoping to get the certificate online within 24 hours.
The procedure is very cumbersome. The information you should have at hand beside ID:
Date of the first and second dose and which hand it was taken in.
When you were diagnosed as being cured of COVID.
I got vaccinated with my wife abroad, when we entered Greece our vaccination was recognized, but now, the new system isn’t recognizing foreign vaccine documents, and we are banned from entering most stores, even though we are vaccinated! I believe that the new measures are being applied prematurely, they should have made sure that the system will recognize vaccine certificates properly before they start banning people from stores!

Had both vaccinations via Temporary AMKA (PAMKA) which starts with a number(9). Tried to apply for Covid Digital Certificate but the system will not recognize the PAMKA. Same at the KEP or via TAXISNET.
How do I get a EUDCC (European Union Digital Covid Certificate ) which is my right as a person legally resident in the EU (Greece).

Hi, I’m from Australia and had my vaccine here in Greece. I attempted to get an AMKA via Emvolio and it just didn’t work. I finally went to a KEP office and they booked both dates for the vaccine. The AMKA that was issued didn’t work when I went to the vaccination centre, after a couple of attempts they scanned the QR code which was different to what was printed. Once that was sorted I was vaccinated. I also went to the KEP office after being vaccinated and got a printed version of the vaccination certificate. It’s frustrating, don’t lose hope! Good luck!
I am Portuguese and was given a Provisionary AMKA in order to get vaccinated here in Greece to avoid travelling to my home country under the global circumstances. I too have no access to the taxisnet site. Now that my vaccination is completed KEP says they cannot retrieve my certificate from the system. How can I escalate this issue and whom should I contact?
The situation with the PAMKA has been resolved. I got my EU digital certificate from KEP. If you visit your closest KEP they should be able to help you

I had a temporary Amka, later I had my j&j , I even got my EU covid certification with QR code but in France I tried system says my QR code is invalid
Now I am not in Greece what can I do?
I am an Egyptian citizen and I have a 5 year residency in Greece as an investor. I took both jabs of the Moderna vaccine in Athens and I am unable to issue the certificate because my PAMKA is not linked to the Taxisnet. I went to KEP and they said that they cannot help me!! It’s insane that the envolio system shows me as having completed the vaccination and I cannot prove it with a certificate. I really don’t know what to do!!!

Am having the same problem. It appears that some KEP offices are able to rectify and not others. How did they resolve it?
I am resident and got a provisional AMKA at KEP. After 3 weeks I was registered on the covid system and a Pharmacy booked my vaccination dates.
I have an AMKA number, and have had both COVID jabs in Greece. I have a new biometric 10 year residence permit. My passport is British. However, when I try to get the certificate, the slot for the ταυτότιτα number is preloaded with a number that I do not recognise. It is not the same as the number on my res permit. Could it be from my pre-1983 άδεια εργασίας, I wonder? I guess I’ll have to phone ΚΕΠ tomorrow.

Sorry I was a little unclear! I am talking about a UK resident of Greece. The certificate is only open to Greek passport or Police issued ID card holders!
No it;s not. You can ask for a provision Insurance number , then get vaccinated and the certificate can be issued
How long does it take for the certificate to be ready to download please? I had my second jab 9 days ago and due to travel end of next week.
Can Americans apply?
